Unibet faces weekly €75k penalty as KSA warns of repeat violations

The KSA has ordered Unibet to pay €75,000 per week for any future violations, up to a maximum of €450,000.

 

The penalty will only be triggered if Unibet again offers unauthorised bets.

KSA investigations revealed repeated breaches between October 2022 and May 2025.

The violations included offering bets on 214 matches for players under 21 during the 2023/2024 season, resulting in more than 125,000 bets placed.

Unibet also offered bets on corner kicks and yellow cards, most recently during the Chelsea vs. Manchester United match on 15 May, although these bets were later canceled after the operator identified the violations.

According to the KSA, bets on youth matches and on easily manipulated game events, including corner kicks and yellow or red cards, carry a heightened risk of match-fixing.

 

These types of bets are explicitly prohibited under Dutch gambling laws and regulations.

 

The KSA stressed that Unibet had previously been warned multiple times about prohibited betting practices.

Warnings date back to 2022

Initial alerts date back to October 2022, when the regulator sent letters ahead of the FIFA World Cup clarifying that bets on yellow cards were not permitted.

In its response, Unibet outlined corrective measures and submitted supporting documentation.

However, while the operator has taken steps to improve monitoring and compliance, the KSA concluded that the materials lacked coherence and did not demonstrate effective, structural enforcement.

As a result, the regulator determined that improvements were insufficient and that there remains “a real risk of recurrence”, particularly in light of the May incident.

The penalty order will remain in effect until 20 August 2028.
