Missouri grants seven licences ahead of sports betting rollout

The Missouri Gaming Commission (MGC) has issued temporary licences to seven operators, bringing the state closer to the eagerly awaited launch of its sports betting market in December. The licences, approved on 22 October 2025, allow these companies to test their systems, equipment, and operational processes before the official start of betting on 1 December 2025.

The seven operators receiving temporary approval include some of the biggest names in the industry: bet365, BetMGM, Caesars, Fanatics, FanDuel, PENN Entertainment, and Underdog. Liz Hoffman, the Missouri Gaming Commission’s public relations coordinator, confirmed in an email that the temporary licences are intended to help ensure a smooth rollout of the market.

According to SBC Americas, Hoffman stressed, “These temporary licenses will allow companies to test systems and equipment and make any necessary preparations needed before launching sports wagering on Dec. 1.”

These approvals follow earlier untethered operator licences awarded to DraftKings and Circa Sports in August. Circa’s win over FanDuel was widely regarded as a surprising decision at the time. Under Missouri law, the MGC may issue up to 19 retail and 14 online sports betting licences, setting the stage for a competitive market when operations officially begin. Partnerships with local casinos for licences

Several sportsbooks partnered with local casinos or sports teams to secure temporary licences, particularly those without existing physical casinos in the state. FanDuel, for instance, teamed up with Major League Soccer’s St. Louis City shortly after the untethered licence decisions. Bet365 partnered with the St. Louis Cardinals in March 2025, while BetMGM established a deal with Century Casinos in May 2025. Fanatics joined forces with Boyd Gaming, and Underdog announced a multi-year partnership with the Kansas City Royals in late September. A

Caesars, PENN, and Fanatics have received approval for both retail and digital betting options. Century Casino Cape Girardeau, partnered with BetMGM, may also offer retail sportsbook services at the casino’s discretion. These arrangements give bettors a mix of in-person and online options across the state.

In addition to operator licences, the MGC granted supplier licences to ten companies that will provide essential services to sportsbooks. Approved suppliers include Kambi, Gaming Laboratories International (GLI), GeoComply, the International Betting Integrity Association (IBIA), Integrity Compliance 360, Genius Sports, BMM Testlabs, SIS Content Services, Swish Analytics, and Catalist Sports. These suppliers will support operations, ensuring technical, regulatory, and integrity standards are maintained.

 

Launch set for 1st December

The MGC has indicated that sportsbooks completing all necessary approvals can start accepting deposits from Missouri bettors on 17 November 2025, ahead of the 1 December launch. Operators will be taxed at a relatively low 10 percent rate on revenue, which analysts suggest could attract further investment and competition.

Although Missouri has not yet formalised an official law on online casinos, the introduction of sports betting indicates a potential shift in that direction. The MGC intends to convert temporary licences into full approvals in the coming weeks. Once finalised, the state will officially join the expanding list of US jurisdictions offering both mobile and retail sports betting, allowing residents to place wagers in time for the college football and NFL postseason.
