The nation of Norway has confirmed two new licence extensions for the Pantelotterit and Postcode Lottery, respectively, until February 2035. 

The two lottery forms are operating under current licensing which is set to expire in March 2026, at which point the newly brokered authorisations will succeed previous licensing arrangements.  
 

Contextually, Norway’s Pantelotterit – or Recycling Lottery – is a unique system that sees the general public donate their recycling refund to the Norwegian Red Cross in order to be entered into a draw for cash prizes of up to NOK 1m ($100,000). A small fee of NOK 0.50 is charged to enter an instantaneous draw, with the potentially winning ticket being immediately dispensed by the machine. As per this latest licensing update, at least 50% of the Pantelotterit revenues will go to the Norwegian Red Cross as the sole beneficiary.  

Elsewhere, new arrangements for the nation’s Postcode Lottery see 23 organisations now able to utilise the concept as part of their outreach via partnership with the Norsk Postkodelotteri. Included in these permitted organisations are SOS Children's Villages, WWF, Save the Children, Norwegian Church Aid and Norwegian People's Aid – among others. Previously, only two external partnership entities have been permitted to partner as part of Norway’s Postcode Lottery system.  

This latest update comes following Norway’s tightly contested recent general election, which took place during Q4 2025. Indeed, Norway’s Labour Party secured a valuable victory for the nation’s monopoly operator, Norsk Tipping, which will likely remain in its position for at least four years until the next election.
