Greek GGR rises 6.7% to €3.07bn as online gambling drives growth

Online gambling drove growth for 2025, with GGR rising 11.7% year-on-year to €1.19bn.

The Greek Gaming Commission (EEEP) released partial figures in its latest newsletter, showing total industry gross gaming revenue of €3.07bn ($3.56bn) for 2025, an increase of 6.7% year-on-year.

OPAP (now Allwyn), the largest operator in the market, recorded another year of growth, with GGR from its agencies and VLTs reaching €1.49bn. However, lottery GGR declined to €114m from €116m in 2024.

Online gambling GGR rose by 11.7% to €1.19bn. Land-based casinos reported GGR of €268m, up around 6% compared with 2024.

Government revenue from licensing totalled €696m.Meanwhile, state income from player winnings taxation increased by 16% to €463m, with higher tax rates set to take effect from 1 July.

For winnings between €100 and €500, the rate will rise from 15% to 20%, while for amounts over €500 it will increase from 20% to 30%. These changes are permanent.

The new tax increase does not impact sports betting. The Government chose to target online casino games because they have higher activity levels in Greece compared to other forms of online gambling.

A 2024 study found that Greece was already one of the most “expensive” gambling markets in Europe, prior to the now planned tax increases.

At the time, three out of four Greek players claimed they could turn to illegal gambling. This was largely attributed to high taxation, a lack of restrictions and regulators' difficulties in monitoring transactions.

In February, a bill was proposed in Greece to strengthen the crackdown on illegal gambling and introduce tougher sanctions for violators, including companies, players and influencers who endorse or promote illegal websites.
